Project Brief:

GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union to implement the Joint Action “Migration, Jobs and Development”. The aim is to provide economic and social reintegration measures for returned and jobseekers, capacity building for members of employment promotion institutions, engaging diaspora organisations, pursuing legal pathways of labour migration and establishing regional employment promotion networks.

Scope of Role:

• The Technical Advisor for M&E and Knowledge Management shall be responsible for all aspects of monitoring and evaluation including quality
assurance and programme improvement.
• This includes data collection, data analysis and interpretation, and reporting of data.
• Data collection on Labour Market Information of all partnering Labour Offices (Bono, Bono East, Ahafo, Greater Accra and Ashanti) incl. evaluation and compilation for BMZ and EU reporting.
• The establishment of systems and procedures for knowledge management with particular focus on lessons learned, best practices and concepts and approaches developed during the project implementation for effective communication to all the stakeholders.

Tasks:

• Develop/revise measurement tools and data collection procedures with the support of the programme management.
• Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
• Maintain projects logical frameworks/impact matrices, ensuring indicator achievements are updated on a regular basis.
• Identify the M&E training needs of team members and other stakeholders and work with the programme management to plan and implement
training according to the needs.
• Collect data on a regular basis to measure achievement against the performance indicators.
• Check data quality with partners.
• Coordinate and support project progress reporting, project mid-term review and final reporting/evaluation for the BMZ and EU reporting.
• Produce regular reports on M&E findings and prepare presentations based on M&E data as required (e.g. quarterly EU snapshot summaries).
• Perform other duties as may be assigned by the programme management.

Qualification Required & Experience

• Master’s degree in statistics, M & E, demographics, international development, economics, or related field.
• Minimum of five (5) years of professional experience in an M&E position responsible for implementing M&E activities of international
development projects.
• Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Strong analytical skills and knowledge in quantitative/qualitative analysis, experience with statistics and ability to analyse datasets to produce structured reports.
• Excellent presentation and communication skills, proven skills in research and report writing.
• Strong knowledge of ICT technologies and computer applications (e.g. Microsoft Office especially Excel, plus any other database programme,
i.e. SPSS, Python, Power BI).
• Experience with international donor reporting (e.g. EU) would be an asset
