The COP is responsible for overall program implementation, strategic vision, and outcome achievement.  The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project.  S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the COP will be responsible for communications with USAID, for publicly representing the project, and for liaising with government and other institutions/stakeholders on issues related to MNCH.

Specific responsibilities include the following

  • Provide program leadership, strategic direction, and supervision, including oversight of staff, consultants, and local partners, monitoring and evaluation, and program implementation.
  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations.
  • Ensure project activities maximize impact and are completed in compliance with Global Communities, USAID rules and regulations, local laws, and donor agreement requirements.
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.
  • Ensure quality control and provide overall technical and management leadership under the award; adjust programs and operations in response to USAID/Ghana technical direction.
  • Represent Global Communities and overall program interests with national and regional government counterparts as well as at conferences, workshops, meetings, and other industry gatherings as necessary and appropriate. Maintain positive relationships with USAID, local authorities, and the country office team.
  • Master’s degree (or equivalent) in a discipline related to public health, nutrition, or a related field with a minimum of 10 years of experience leading implementation of large international donor programs particularly related to maternal, newborn, and child health.
  • Bachelor’s degree in a discipline related to public health, nutrition, or a related field with a minimum of 12 years of experience leading implementation of large international donor programs particularly related to maternal, newborn, and child health.
  • Five (5) years’ experience as Chief of Party, senior management, or equivalent position, on a USAID funded program involving the administration of large, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.
  • High level of interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.
  • Knowledge/experience with USAID rules and regulations required; experience managing USAID cooperative agreements preferred.
  • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.
  • Management/supervisory experience is required.
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Languages Full Professional Proficiency in spoken and written English
