As part of The Tomorrow Partnership programme in Ghana, we are looking for an experienced Government Digital Transformation Advisor to join a fast-growing team working in the Ministry of Communications and Digitalisation to help deliver on Ghana’s ambition to position itself as an African digitalisation trailblazer.

Working under the Head of Technology and Common National Digital Architecture (CNDA) project manager, this role will interface with senior Government leadership, and leverage knowledge from across the Institute, to support the CNDA programme efforts in advisory around communication, behavorial change and raising awareness.

The post-holder will develop strong relationships with key public stakeholders, undertake feasibility assessments, develop communication and awareness strategies and support the development and implementation of interventions in the government digitalisation space in Ghana.

This is an initial fixed term role of one year.

Key outcomes of the assignment

  • Support the implementation of CNDA’s strategies and implementation plan to deliver against the Government’s target for 100% utilization of existing CNDA services by 2025.
  • Provide expert advice to the Minister of Communications and Digitalisation, GhanaCARES programme leadership and help to develop and implement approaches to strengthen Ghana’s efforts on the adoption of the CNDA programme.
  • Facilite stakeholder workshops and campaigns to create awareness, instill behavorial change and increase user adoption of the CNDA services.

Key Responsibilities

Working closely with the Head of Technology, CNDA Project Manager and Delivery Unit Lead of the GhanaCARES programme, the post-holder will work to advise, develop strategies and facilitate the implementation of these strategies.

Responsibilities covering the above will include:

  • Scoping: work with GhanaCARES Delivery Lead, CNDA Project Manager and other CNDA workstream leads to scope CNDA’s Culture, Communication and Awareness workstream in line with the CNDA overarching scope, presidential priorities and Ghana’s digital transformation agenda.
  • Awareness Strategy: design and implement CNDA’s awareness strategy to ensure stakeholders are familiar with CNDA services and ultimately drive the user adoption of these services.
  • Implementation: in collaboration with the CNDA Project Manager, other CNDA workstream leads and a design company, ensure timely delivery of milestones against defined quality criteria.
  • Workshop Facilitation: drive, prepare and facilitate CNDA awareness workshops to increase the adoption of the CNDA services in collaboration with the GhanaCARES digital maturity and Ghana Integrated Digital Transformation Blueprint workstreams.
  • One TBI: Working with TBI teams across Africa, including regional advisors, the post holder will extract learnings from ongoing work in other TBI-supported countries that are relevant to Ghana’s digital transformation agenda and the CNDA programme.

Person Specification

The successful candidate must demonstrate a good understanding of government digital transformation and related capacity building. Prior work with governments in the region is highly desirable.

Additional skills and competencies required include:

  • A proven track record in working directly or indirectly with governments on government digital transformation and digital services to citizens
  • Experience of comprehensive engagement with public and private sector stakeholders to support programme delivery
  • Ability to present information in a concise, insightful and structured manner, in written and verbal form
  • Problem-solving and analytical skills, including sound knowledge of data analysis, strategic planning, and project management practices
  • Ability to coordinate with team members across multiple locations, and develop relationships with multi-disciplinary advisors.
  • High quality communication, drafting and presentational skills
  • Excellent relationship building and management skills, including the ability to navigate complex political environments
  • Experience supporting behavioural change and/or change management processes
  • A minimum of a Bachelor’s Degree ideally in Digital Services, Communications or equivalent discipline.
  • Fluency in English (oral and written)
