Job Summary

  • The Deputy Director, Partnerships Coordination is a policy analyst and strategist who supports the Director of Policy and Planning in contributing to the overall policy and strategic direction for delivering the commission’s mandate
  • He/She is responsible for the mobilisation and allocation of both financial and technical resources for the achievement of the national HIV response
  • He/She also has direct responsibility for donor coordination and supports the Director of Policy and Planning in the day-to-day management of the division’s work

Job Purpose

To provide technical operational and administrative support in Partnerships coordination for the achievement of the mandate of the commission

Duties and Responsibilities

  • Provide inputs for the formulation of policies
  • Conduct annual partnership forum and programme audit to identify and address programmatic and funding gaps
  • Ensure the development, review and implementation of resource mobilisation strategy for the commission
  • Ensure the regular analysis of resource data, identify resource gaps, conduct resource mapping and develop strategies for increased national ownership and optimisation of sustained domestic HIV funding approaches
  • Ensure the regular review and analysis of the impact of current partnerships and develop strategies to strengthen partnerships and optimise synergies among partners/stakeholders\’ responses
  • Support the management of relationships with key partners including the Global Fund in Fight Malaria, Tuberculosis and Malaria, PEPFAR Agencies (CDC, USAID, Department of Defence and Department of State), the UN system and other multilateral and bilateral partners
  • Ensure the development, implementation, monitoring and evaluation of partnerships coordination strategy to ensure effective harnessing of partners\’ inputs into the national response
  • Contribute to the knowledge and skills constantly by studying current peer-reviewed journals, attending scientific conferences, meetings and workshops to keep you up-to-date and in tune with new knowledge and best practices for performance enhancement and quality of GAC’s leadership of the HIV and AIDS response in the country
  • Ensure the development and implementation of capacity building strategies and interventions to enhance partnerships and stakeholder coordination in achieving the goals and objectives of the national HIV response
  • Ensure the efficient and effective management of the human, material and financial resources of the unit
  • Ensure the implementation, monitoring and evaluation of the programmes and activities of the unit
  • Ensure the development, review and implementation of resource mobilisation strategy for the commission
  • Ensure the capacity building of stakeholders in HIV and related issues for the commission
  • Liaise with relevant stakeholders in undertaking the functions of the unit
  • Ensure identification of possible areas for research
  • Ensure the implementation of the performance management system of the unit
  • Ensure the preparation of the work plan and budget of the unit
  • Ensure the preparation of the annual and other periodic reports
  • Ensure the building of a well-motivated team for peak performance by providing effective leadership, supportive supervision and mentoring for the unit
  • Supervise and appraise the performance of subordinate staff

Qualification Required & Experience

  • A minimum of Master’s Degree in Social Sciences, Public Policy, Public Health and any other related discipline from an accredited tertiary institution
  • A minimum of 8 years post Bachelor’s relevant work experience in a reputable organisation 4 years of which must be in a senior management position
  • Must pass a selection interview conducted by the Ghana AIDS Commission in collaboration with the Public Services Commission
